That the Board adopt the Resolution of Intent to utilize non-ad valorem assessments for solid waste collection, disposal, recycling, and management; and for community maintenance in the Sugarfoot Oaks/Cedar Ridge Preservation and Enhancement District for Fiscal Year 2020-21, and annually thereafter.

Prior Board Motions:

The Board has utilized non-ad valorem assessments to fund these solid waste functions since 1998. The Board has utilized non-ad valorem assessments to fund community maintenance in the Sugarfoot Oaks/Cedar Ridge Preservation and Enhancement District since 2003.

The County will continue to fund the collection, disposal, recycling, and management of solid waste throughout Alachua County, and fund community maintenance in the Sugarfoot Oaks/Cedar Ridge Preservation and Enhancement District through non-ad valorem assessments on the property tax bill.

Background:

Since 1998 non-ad valorem assessments have been used to fund solid waste functions in Alachua County. The services funded through these assessments includes the collection, disposal, and recycling of solid waste at curbside and at the Rural Collection Centers, the maintenance of our closed landfills, waste reduction education efforts, and partially funds the hazardous waste disposal services provided by the Environmental Protection Department.

 

Pursuant to section 197.3632(3)(a), Florida Statutes, the County must adopt a resolution at a public hearing prior to January 1 (unless utilizing the alternative timeline which requires a public hearing prior to March 1) that clearly states the intent to use the uniform method of collecting non-ad valorem assessments for Fiscal Year 2020-21, and annually thereafter. As required, the notice of intent has been published for four consecutive weeks preceding this public hearing. The boundaries for the solid waste assessments are the unincorporated areas of Alachua County and the incorporated areas which have elected to allow the assessments within their boundaries. The boundaries for the Sugarfoot Oaks/Cedar Ridge Preservation and Enhancement District are as described in Ordinance 03-02.
