Hear presentation and authorize the applicant’s sponsorship request for food basket distribution in accordance with the conditions set forth in the background section of this agenda item.

Prior Board Motions:

Feb. 23, 2016 - refer the request from Mr. Long to the County Manager to review and return back to the Board with an appropriate recommendation (5:0).

 

Feb. 9, 2016 - approve the Martin Luther King, Jr., Commission of Florida, Inc.’s request for financial support for the Strike Out Hunger Food Drive and Thanksgiving Basket Giveaway (4:1).

 

Apr. 12, 2016 - approve in kind support for the 2016 Strike Out Hunger Food Drive & Thanksgiving Basket Giveaway (4:1).

 

Feb. 28, 2017 - continue co-sponsorship of the Strike Out Hunger food drive and Thanksgiving basket giveaway (3:1).

 

Feb. 27, 2018 - To direct the County Manager to work with Rodney J. Long on the Strike Out Hunger Food Drive on the language on page 5 of the proposal and Commissioners Cornell and Chestnut volunteered to serve as the County’s Champions (5:0)

 

Feb. 26, 2019 - accept the outcomes report and authorize the sponsorship request the food basket distribution including the items listed in the request and Commissioner Hutchinson will be the Commission Champion for the event (3:2).

In-kind use of the Fairgrounds Exhibit Hall, a $2,400 value, as well as providing use of tables/chairs, screening basket recipients and assisting with marketing the event through County allocated airtime on Channel 12.

Background:

Mr. Long will provide the final 2019 “Strike Out Hunger Food Drive and Thanksgiving Basket Giveaway Outcomes Report” as a part of the County’s co-sponsorship and request the County co-sponsor their 2020 event including:

1. In-Kind use of the Alachua County Fairgrounds.

2. Issue a proclamation at the October 6, 2020 Board Meeting in recognition of National Hunger Month.

3. Appoint a County Commission Champion for Strike Out Hunger Week

4. Commission attend and participate in the 2020 Strike Out Hunger Food Drive Drop off.

5. Commission participate at the fairgrounds (or alternate location) in the pick-up of donated food items by the food banks and pantries.

6. Commission participate in the FarmShare Food Giveaway Program.

7. Commission participate in the pick-up of donated food items by needy families.

8. Receive a final presentation regarding the outcomes report for 2020 Strike Out Hunger Week Events.

9. Allow county departments and staff to coordinate and participate as one of our government organization in collection of non-perishable food items for the food drive by placing a box in staff areas for food donation collections.

10. Social Services Staff: participation to identify needy families for Thanksgiving Baskets by screening and referring needy families.

11. Public Works and Facilities Management Departments: Provide the use of tables and chairs for sorting food.

12. Communications Department: Provide air time for pre-produced public service announcements to be aired on Cox Cable Channel 12. Allow coverage of Strike Out Hunger Week on Alachua County Talks.

 

The United States or a department thereof is in the process of determining whether to acquire the County’s Fairgrounds from the County. Accordingly, there is a possibility that the County may convey possession, ownership or control of the Fairgrounds to another entity prior to the date of the applicant’s event. Therefore, the applicant’s use of the County’s Fairgrounds is contingent on the County maintaining possession, ownership and control of the Fairgrounds through the date of the applicant’s event. If the County conveys possession, ownership or control of the Fairgrounds to prior to the date of the applicant’s event, County staff is directed to assist the applicant in locating an alternate location for its event. The County’s sponsorship is expressly conditioned on the applicant’s agreement to hold the County harmless for any loss or damages related to: (i) the County’s conveyance of ownership or possession of the Fairgrounds to another entity on or before the date of the applicant’s event; and (ii) the County’s failure to find an alternate location.  In addition, the applicant’s use of the Fairgrounds or any other County facility is conditioned upon the applicant furnishing the insurance required by County Policy No. 16-31.
