Description:
The North Central Collection Center (project #9197601) is in need of improvements and repairs to keep the center operating efficiently. Initial work order was issued to JBrown Professional Group to develop an initial master plan depicting the proposed improvements in the amount of $39,244. In order for JBrown to complete their initial master plan: geotechnical services, landscape plans, and development review fees of approximately $20,000 need to be added to the project which brings total project amount to over $50,000 which requires Board approval.

Background:
Historically, the North Central Collection Center has had some Stormwater drainage issues which have kept the center from being able to fully utilize the site where it is located. Additionally, there are other repairs/improvements which staff wanted to look at while addressing the drainage issues. These issues are detailed below:
North Central Collection Center (proj# 9197601)
Civil Engineering Services (Initial Planning): The Initial Planning civil
engineering work scope shall include:
Initial coordination with the Collection Center Supervisor (Supervisor) and
County staff to define all improvements required for the property. Generally, it
is understood that the improvements to be designed include:
• A new concrete pad in the northwest portion of the site to allow an
additional refuse container in that location.
• Grading & drainage improvements in the southeast portion of the site,
where the existing yard trash containers are stored, to reduce standing
water during and after storm events.
• A new concrete pad in the yard trash containment area.
• An alternative runoff containment storage solution for the Household
Hazardous Waste (HHW) storage building. This item will be coordinated
with the Alachua County Environmental Protection Dept.
• Convert the existing re-use building to an electronic drop-off location for
the public.
• Remove old sign posts and foundations onsite.
• Other grading and drainage improvements, as needed, based on the site
evaluation, up to and including any drainage modifications in the FDOT
right-of-way.
In order for JBrown to complete their initial master plan: geotechnical services, landscape plans, and development review fees of approximately $20,000 need to be added to the project which brings total project amount to over $50,000 which requires Board approval.
In addition to the initial planning, the scope of services for JBrown include Civil Engineering Services for Design & Permitting Phases and Construction Phases.
Upon, completion of the initial master plan, the Department should have an estimate of the cost for construction of improvements and repairs. At such time, the Department will come back to the Board with an amendment to the budget and to properly classify this project as part of the Capital Improvement Plan (CIP) or repair and maintenance. As this Project is not on the CIP and has not yet received Board approval, Board approval Board approval is being requested at this time.
