Approve the First Amendment to Agreement for Professional Services between Alachua County and Kessler Consulting Inc., for Solid Waste Collection, Recycling, Special Waste and Reduction Programs to renew the term of the Agreement for an addition 1 year period.

Prior Board Motions:
August 6, 2018. BOCC/City of Gainesville Joint Commission meeting staff was directed to work with the City on a Zero Waste Plan.

June 25, 2019. BoCC approval of Agreement for Professional Services between Alachua County and Kessler Consulting Inc., for Solid Waste Collection, Recycling, Special Waste and Reduction Programs.

Fiscal Consideration:
Fiscal Consideration
The agreement has a not to exceed amount of $124,520. Total amount of agreement is encumbered in FY20 and remaining balance needs to be carried forward to FY21 budget. This is split funded between 148.76.7600, 403.76.7610 and 405.76.7620.534.31.00.

Background:
As the State of Florida, Alachua County, and the City of Gainesville have worked to meet the recycling goal established by the State of recycling 75% of waste by Dec. 31, 2020, significant interest in the concept of Zero Waste has arisen. Zero Waste however can have many definitions and can be addressed in many different ways. One community's solution may not work for another. It is very dependent on what resources are available, what programs already exist, the level of citizen participation, etc.
