Appoint One Applicant to Arts Council of Alachua County Full Member Vacancy.  Authorize Paul Gabbard to complete his current term as Alternate Member, with his current term ending Sept. 30, 2022, despite being not being an Alachua County resident.

Background:

One full member Arts Council position recently became vacant, due to the completion of a full term.  The Arts Council is a seven member board, plus one alternate, who is responsible to make arts related recommendations to the Board.  It was established in Feb. 2018. 

 

Paul Gabbard was appointed to the Alternate Vacancy in August 2020.  However, it was recently discovered that, while his address is in Hawthorne, he is a Putnam County resident.  Section 3 of Resolution 18-17, states "Membership and Qualifications. The Advisory Committee shall consist of no more than seven (7) at-large voting members plus one (1) alternate member and shall serve staggering four-year terms. All members must be residents of Alachua County. All members will be appointed by the County. Members may not be county or municipal elected officials."  Staff is requesting that the Board allow Paul Gabbard to complete his term as Alternate Member, ending Sept. 30, 2022.  If, however, the Board does not permit him to complete his term, staff is requesting that that the Board appoint a new Alternate Member from the remaining applicants.
