Description:

Request approval of a Budget Amendment in the amount of $26,000, adoption of a Resolution to recognize unanticipated revenue for Fish and Wildlife Conservation Commission Protect Florida Springs Tag (License Plate) Grants accepting the grant award, and approve an inter-fund loan for $26,000.

Approve the Budget Amendment and adopt the Resolution to recognize unanticipated revenue for the Springs Tag Grants; sign the application and acceptance grant documents; approve an inter-fund loan for $26,000 which will be reimbursed upon completion of these projects.

This is a reimbursement-based grant, the department will need an inter-fund loan to get these projects started. EPD will provide $5,000 in matching funds for the Springs Protections Behavior Change Videos and $2,000 for the Santa Fe River SAV Project from existing FY21 001-5511 budget.

Background:

The County is receiving grant funding from the Florida Fish & Wildlife Conservation Commission (FWC) through the Protect Florida Springs Tag Grant program. Alachua County has previously received numerous FWC tag (license plate) grants administered through the Wildlife Foundation of Florida, Inc. beginning in state fiscal year 2012/2013 focusing on springs protection in the Santa Fe River basin. These are reimbursement grants and will require a loan from the general fund for the full amount of the grants, a combined total of $26,000. The grants are effective for a period of 12 months, beginning in January 2021 and ending in December 2021. Two different grants were awarded. Revenue for these grants will be booked under fund number 260.55.5511.337.3000 and expenses will be booked under fund number 260.55.5511.537.3100. The project numbers are listed below.

 PFS 21-06 - Springs Protection Behavior Change Videos ($12,000) Project Number 3215502.  In this project we will create five to six, thirty second videos that focus on protecting our springs. The videos will build upon past work in identifying water related beliefs and behaviors and will focus on the source of our drinking water, economic value of our springs, recreation best practices, water conservation, and more. The videos will be used in social media, websites, and potentially through paid media (commercials or movie theaters).

 

 PFS 21-16 - Santa Fe River and Springs Submerged Vegetation Project ($14,000) Project Number 3215501.  This project will document the current conditions of submerged aquatic vegetation in spring pools and runs of selected springs on the Lower Santa Fe River.  Information gleaned from this project will be synthesized providing information on vegetation trends compared to similar surveys completed over the past four years.  A qualitative assessment will be completed at Hornsby, Treehouse, Poe, Lilly, Rum Island, Gilchrist Blue, Naked, Little Devil’s, July, Ginnie, Dogwood, Twin and Sawdust Springs.  The surveys will include site assessments, vegetation inventories, location, abundance, and condition in addition to photo sets and video of each spring run and pool.
