Description:

Staff is presenting proposed text amendments to the Plan related to the Rural Commercial Agriculture (RCA) land use designation.  On February 9, 2021, the Board directed staff to return with recommended changes to Plan language based on 5 criteria provided as part of the motion.  Staff is presenting these changes along with recommended next steps should the language be adopted by the BoCC.

Prior Board Motions:

On December 8, 2020, the Board enacted a six month moratorium on proposed development in the RCA land use designation while changes to policies dealing with that land use are developed.

Budget exists within the Growth Management budget to cover costs of advertising.

Background:

The BoCC directed staff to return with recommended actions and changes that would ensure development in the Rural Commercial Agriculture land use designation met the needs to the rural communities, as many of the properties with the RCA land use designation are located along corridors and in areas with historic or rural character.  Staff has proposed changes to policy language (specifically Policy 3.11.1 of the Future Land Use Element) that will redefine what type of development can occur in the RCA land use designation.  Staff has also provided next steps should this language be approved.
