Approve the Awards and Contracts for BID 21-7, Annual Asphaltic Concrete Surfacing, to V. E. Whitehurst & Sons, Inc. (Primary) and Hicks Seal Coating and Striping, LLC (Secondary), as the lowest responsible and responsive bidders meeting specifications. Each award is for an amount not to exceed (NTE) $1,000,000 annually.

Contract will be used on an as-needed basis. Asphalt surfacing estimates are included in the Department’s annual operating budgets (account 149.79.7900.541.53.00) and capital project budgets (Various accounts).

Background:
These agreements will be used to supplement roadway construction and maintenance operations crews for asphalt surfacing when additional resources are required. Multiple agreements are required to ensure a vendor is available to perform work for the County and to receive the lowest price possible based on the project to be completed. The term of the agreements is through September 30, 2021 with the option of renewing for two additional one year periods.
