Description:

For the Board and its advisory boards and committees to continue to use communicative media technology, changes in the rules governing these board should be considered.

                     Repeal Emergency Order No. 2020-16 (Amendment 1);

                     Adopt Resolution 2021-XX amending Board Rules;

                     Adopt Resolution 2021-XX amending Advisory Board and Committee Rules; and

                     Adopt Resolution 2021-XX declaring COVID-19 an extraordinary circumstance justifying remote participation of Commissioners and suspending Section 5.b.(8) of Resolution 2018-101 (WSPP acquisitions coming after 5pm).

Prior Board Motions:

Board of County Commissioners Rules of Procedure

                     On May 24, 2016, the Board adopted Resolution 16-057 that established the Board’s Rules of Procedure.

                     On March 8, 2016, the Board reviewed a draft of new rules and provided direction to staff. The Board may adopt these revised rules of procedure, as written, or provide staff with direction for amendments.

                     On January 5, 2016, the Board agreed that the Board’s Rules of Procedure needed to be brought back later to align the procedures with the implementation of the new agenda system.

 

Advisory Board Rules of Procedure

                     On January 9, 2018, the Board adopted Resolution 18-04 that amended the Board’s Advisory Board and Committees Guidelines.

                     On September 6, 2016, the Board adopted Resolution 16-112 that established the Board’s Advisory Board and Committee Policy.

Background:

Alachua County has conducted its Board and Advisory Board meetings in a substantially different way during the COVID-19 pandemic.  The Board has expressed a desire to continue many of the aspect of the meetings, as conducted now under Emergency Order 2020-16, Amendment 1 (attached), after the expiration of the Local Declaration of a State of Emergency for COVID-19.  The major change in the attached draft rules is an allowance for the public, staff and commissioners to use communication media technology to attend and participate in Board and advisory board meetings, under certain circumstances.  Additional changes include:

                     Applying the Board rules to boards and committees, created by the Board, which have quasi-judicial or legislative authority;

                     In quasi-judicial matters, requiring interested persons or entities to request party status at least 5 days prior to the hearing (unless excused by the Board) and to submit evidence 3 days prior to a hearing.
