Prior Board Motions:

August 6, 2018. BOCC/City of Gainesville Joint Commission meeting staff was directed to work with the City on a Zero Waste Plan.

 

June 25, 2019. BoCC approval of Agreement for Professional Services between Alachua County and Kessler Consulting Inc., for Solid Waste Collection, Recycling, Special Waste and Reduction Programs.

 

September 22, 2020. BoCC approval of First Amendment to the Agreement for Professional Services between Alachua County and Kessler Consulting Inc., for Solid Waste Collection, Recycling, Special Waste and Reduction Programs.

The original agreement began in FY19 with Kessler Consulting Inc. to develop the Zero Waste Strategic Plan with a not to exceed amount of $124,520 (the budget is split between 148.76.7600.534.31.00, 403.76.7610.534.31.00, and 405.76.7620.534.31.00).  A purchase order was cut in FY19 for these services and has been carried forward to the FY21 budget. The current amount remaining on the purchase order is $87,520.  Per the interlocal agreement, the expenses will be split 50/50 with the City of Gainesville.  The County will invoice the City based on invoices the County receives from the Consultant.  Upon execution of this interlocal agreement, the City will be invoiced $61,890 for invoices received.

Background:

In 2018, Alachua County retained Kessler Consulting, Inc. for professional services to develop a community wide Zero Waste Strategy Report with the City of Gainesville. The project, initiated in 2019, provides direction for devising the means, methods, and infrastructure necessary to sustainably manage materials within both jurisdictions. A Baseline Report was completed on April 2020 and a Draft Preliminary Strategy Report and Community Engagement was completed on March 2021.

 

The Draft Zero Waste Preliminary Strategy Report was presented to the Environmental Protection Advisory Committee (December 1, 2020), the Citizen Climate Advisory Committee (January 14, 2021) and the Rural Concerns Advisory Committee (January 19, 2021).  Additionally, staff hosted a webinar on January 21, 2021 and conducted, as requested, follow-up meetings with individual stakeholders. A copy of the webinar is available in the City’s Zero Waste Website and the County’s YouTube Channel.  The report will be updated and finalized based on the input received from the community.  Once the report is completed, the plan is to present it first to the Joint Water and Climate Policy Board and then to the County and City Commissions.  Staff is anticipating that the report will be completed by May 2021.

 

The attached Interlocal Agreement provides the framework for the joint funding of the project. As described in the Agreement, there is a not to exceed amount of $124,520.00 for the development of the Zero Waste Strategy Report and all expenses will be split evenly between the County and the City.
