Description:
A request for amendments to the Alachua County Comprehensive Plan: amending Objective 1.9 of the Future Land Use Element (Celebration Pointe Transit Oriented Development) and a small-scale map amendment amending parcel 06800-006-002 and portions of parcel 06820-002-000 from Tourist/Entertainment, Medium Density Residential (greater than 4, up to 8 dwelling units/acre) and Recreation land uses to Celebration Pointe Mixed-Use land use. The Celebration Pointe Transit Oriented Development site is located to the west of Interstate 75 and to the north of SW Archer Rd. on approximately 246 acres.

Staff recommends that the Board of County Commissioners adopt CPA-01-21, with the changes as listed in the staff report

Prior Board Motions:
On 2/23/21 the BoCC voted (5-0) to transmit CPA-01-21 to the Department of Economic Opportunity and other reviewing agencies. The transmitted amendment included staff's recommended language and a revised Policy 1.9.1(a), FLUE, related to the provision of affordable housing within Celebration Pointe.

The BoCC also requested that staff work with the applicant on issues that could better be addressed by amending the ULDC. These were signage, block coverage requirements, setbacks for off-street parking, temporary parking and tree mitigation. Staff presented these issues for further discussion at the 3/23 BoCC meeting.

In 2018, CPA-08-17, establishing Objective 1.9 in the Future Land Use Element relating to policies affecting the Celebration Pointe TOD and the Celebration Pointe Mixed Use land use category, was approved by the BoCC.
