The total grant award is $62,764.50. The County will be providing the required match of $15,691.00 from the State of Florida Medicaid Managed Care Payment (001.54.5450.526.64.00). The grant revenue of $47,073.50 and expenditures will be budgeted in fund 121.54.5450.various.
Staff recommends the reallocation of a portion of the $450,000.00 (001.54.5450.526.64.00) PEMT revenue set aside as grant match to purchase Lexipol, an electronic policy, protocol and training system for $130,000.00 (001.54.5450.526.52.31). This would leave a remaining balance of $304,309 for grant match or reallocation if the grant is unsuccessful ($450,000-$15,691-$130,000).

Background:
On February 9, 2021, the Board authorized the submission of an Emergency Medical Services (EMS) Matching grant application for the purchase of automatic chest compression devices. The Board set aside $450,000.00 of the PEMT revenues to cover the grant matches for the EMS Matching grant and the Assistance to Firefighters Grant. The EMS Matching grant application was successful and the County received funding for the purchase of three (3) automatic chest compression devices for our rescue units.
The grant award is for $47,073.50 and requires a 25% match of $15,691.00 for a total grant budget of $62,764.50. The required match was reserved from funds received from the State of Florida Medicaid Managed Care payment.
Staff recommends the reallocation of $130,000.00 of PEMT funds from the grant match to purchase Lexipol, an electronic system to maintain the department’s policies and protocols, and replace the department’s web-based training platform. This would leave sufficient funds remaining ($304,309) to provide the required match for the Assistance to Firefighters Grant. The estimated cost to purchase includes the one-time implementation costs of $28,045.00 and three years of software licenses/subscriptions $54,528.38 for the Policy Manual and Daily Training and $41,444.40 for the Academy Subscription. The Lexipol system will allow Fire Rescue to eliminate inconsistent and outdated polices, issue policies and training electronically, better keep up with changing legislation and practices, and produce policy acknowledgement and training documentation. The Department currently spends $25K annually for our web-based training platform and nothing on the policy manual and protocol tracking. This would be eliminated in March, 2022 when the contract expires and would help cover the net increase in recurring costs in FY25 estimated to be $71,000.00.
