Request to advertise a public hearing to consider an ordinance to implement a Residential Rental Unit Permit and Inspection Program

Recommended Action:
Recommended Action
Approve the request to advertise and provide direction to staff on timing, amendments to the draft ordinance and the stakeholder engagement process.

Prior Board Motions:
1. Ask staff to create a draft Countywide Ordinance similar to or the same as the City of Gainesville and return to the Board for a policy discussion prior to advertisement.
2. Begin implementation of the program in March 2022.
3. The service is to be provided in house with the exception of any energy modeling and ratings which would be contracted out or use a community organization.
4. Make an option for larger complexes to opt in.
5. Create a local recognition for properties that are especially energy efficient.
By consensus, the Board requested to add the Residential Rental Unit Permit and Inspection Program to the Joint Meetings with the municipalities.

Fiscal Consideration
For unincorporated County only, begin with 4FTE Codes Officers and 1 licensing clerk/staff assistant. First year budget $454,000, 2nd year $345,000. This does not include the cost of energy ratings if handled by outsourcing. Could be done by trained Codes Officers.
This is part of the FY22 budget development process- Budget proposal PSC-CE3. Costs associated with this program will be funded from 008.65.6510.524, if approved with the budget
Costs for advertising the public hearing will be funded from the budget in 008.65.6510.524.49.00.
