Fiscal Consideration
This certification will allow High Springs to bill for responses into the County managed areas at a higher rate. However, this was assumed in preparing the FY21/22 budget. Therefore, there is no fiscal consideration associated with signing this renewal certification.

Background:
The High Springs Fire Department has applied to renew their CoPCN for secondary pre-hospital care provider services. They provide essential emergency services which are available to Alachua County citizens and visitors.

Florida Statute 401.25(2)(d) and Alachua County Ordinance 93-9 require that all licensed pre-hospital Emergency Medical Service (EMS) providers maintain a current CoPCN from the County governing board in which they operate. The application must also meet the standards in the Alachua County Code 52.29(c)

In determining whether such certificate shall be granted, the board may consider the following:

(1) Whether existing emergency medical transportation services are adequate to meet reasonable public needs.
(2) The financial ability of the applicant to furnish continuous and uninterrupted service at the times required therefore, and to meet the financial obligations of the service which the applicant proposes to perform.
(3) The effect on existing medical transportation facilities and services of all kinds and, particularly, whether the granting of such certificate will or may seriously impair essential public service as provided by existing service operators.
