Approve the 3rd Amendment to Contract #11288 Interlocal Agreement with the City of Gainesville for Recycling Processing and authorize the Chair to execute same.

The Interlocal Agreement for recycling processing is on a sliding scale based on blended market price. When the blended market price is high, there is revenue sharing with the County paying the City but when the market price is low, the City has to pay the County a processing fee.

Background:
The operation of the Materials Recovery Facility located at the Leveda Brown Environmental Park was taken over by the County in 2014. For an operation like this, the processing costs per ton are dramatically affected by the amount of materials processed. By having the City of Gainesville commit to deliver all of their residential recyclable material to the County's facility, the County is able to better project our processing costs per ton and establish competitive rates in the fee schedule....
