Description:

Request approval of the First Amendment to Interlocal Agreement for Allocation and Implementation of National Pollutant Discharge Elimination System Program Requirements #10704 (a program partially funded by Public Works) and the Second Amendment to the Interlocal Local Agreement for Establishment of an Illicit Discharge Detective and Elimination Program and Stormwater Public Outreach #10705 (a program implemented by EPD on behalf of City of Gainesville, Alachua County, and FDOT).

The Second Amendment authorizes $191,961 to EPD in fund 087-5511 and $93,200 to EPD in fund 087-5519 for fiscal year 2023.

 

Sufficient funds exist in tentative FY23 proposed budget and in the tentative FY23 proposed budget in account 149.79.7921.538.34.00 for the $153,127 contract obligations for Public Works portion of agreement.

Background:

On September 20, 2001, Alachua County, the City of Gainesville, and the Florida Department of Transportation (FDOT) signed an interlocal agreement for the joint implementation of the National Pollutant Discharge Elimination System (NPDES) Phase II Municipal Separate Stormwater Systems (MS4) program in the Gainesville Urbanized Area. The agreement presented a financial plan for the implementation of the minimum control measures including mapping requirements, public outreach, operations best management practices, and an illicit discharge detection and elimination program, required by the NPDES Phase II MS4 program. The agreement established the City of Gainesville as the lead agency for the joint implementation of the program.

 

On June 24, 2003, Alachua County and the City of Gainesville signed an interlocal agreement for the establishment of the illicit discharge detection and elimination program. As part of the agreement, the Alachua County Environmental Protection Department (ACEPD) became the agency responsible for the implementation of the illicit discharge detection and elimination program to satisfy the NPDES Phase II MS4 permit requirements of Alachua County, the City of Gainesville, and FDOT.  The agreement was renewed on October 10, 2017. Amendment Two would extend this contract for one additional year.
