Description:
Alachua County submitted a VOCA grant application requesting $517,245.00 and has received notice a grant contract is forthcoming. While the contract has not been received, previous contracts have included a provision granting ownership of any Intellectual Property to the State of Florida. As the contract is not generally retroactive, we are requesting that signature authority be delegated to the County Manager as time is of the essence. Additionally, this is a reimbursement grant so we are requesting an Inter-fund loan in the amount of $200,000.00.

Background:
Alachua County has been the recipient of VOCA grant funding since 1986. The grant is administered by the State of Florida, Department of Legal Affairs, Office of Attorney General. We have received notification that a grant contract is forthcoming for the fiscal year beginning October 1, 2022. In prior years, the grant was not retroactive and funding commenced upon full execution of the grant agreement.

The VOCA grant provides funding for 4.75 FTE's (Victim Advocate Counselors) to support and assist victims of violent and traumatic crime in Alachua, Bradford and Union Counties with the following services; 24/7 response to sexual assault victims at the hospital or law enforcement agency, crisis counseling, informatio...
