January 14, 2020 - Commissioner Byerly moved to authorize the County Manager to enter into an Interlocal Agreement for a Countywide Bicycle/Pedestrian Master Plan. The motion carried 5-0.

Background:

In late 2019, the Metropolitan Transportation Planning Organization referred to the County, the City of Gainesville and the University of Florida a request for funding of a Countywide Bicycle Pedestrian Master Plan. In January 2020, the Board authorized the Manager’s signature on an interlocal agreement and committed to $40,000 for the preparation of the plan, matched with $40,000 from the City and $20,000 from UF. For a variety of reasons, that interlocal was never signed by all four parties. In order to move forward with the Plan, the County will initiate a new procurement process with the City and UF as partners to select a new consultant. The City and UF have both indicated that funding is still available for the Plan. The Agreement is coming back to the Commission rather than the Manager because the County will now be conducting the procurement process.
