Background:
The desire to build pocket parks in unserved/underserved areas in unincorporated Alachua County have been discussed at several prior Board meetings, most recently at the Mar. 1, 2022 Special meeting. The County’s first pocket park was built in the SWAG community (known as Mark S. Hopkins Park).
The Alachua County Public Schools have offered to partner with the County at Lake Forest Elementary, wherein the school would allow the property to be open to the public weekdays from 6 p.m. until sunset and on weekends from sunrise to sunset.
In exchange, the County would
• install an open-air pavilion over the existing Playground;
• install a shade structure over the existing Ga-Ga pit;
• replace the existing swing set with a new shaded swing set;
• provide plastic playground boarder and engineered wood mulch;
• connect the existing sidewalk to the open-air pavilion, swings and Ga-Ga pit;
• install crushed concrete over the walking track in the field to the north of the kickball field;
• install new benches for the play area, new tables for the open space and new trash receptacles; and
• provide two water fountains that will be installed, maintained, and operated by the School Board.
Additionally, the County would maintain and inspect the playground weekly and replace the basketball nets, goals, and backboards as needed.
This purchase is exempt from the County's competitive bidding requirements pursuant to Section 22.3-302(12) of the Alachua County Procurement Code, Procurement of Supplies or Services under Contract with federal, state, or municipal governments or any other governmental agency or political subdivision provided the vendor extends the same terms and conditions of the Contract to the County. However, since the dollar amount of the purchase exceeds the purchasing authority of the Procurement Manager, this Purchase Order is being submitted for Board consideration and approval.
