Background:

On Mar. 23, 2021, the Board unanimously voted to rename the Criminal Courthouse in honor of the late Judge Stephan P. Mickle, Sr.  The family has been planning event logistics and a permanent education exhibit on the first, second and third floors of the Criminal Courthouse. A list of the proposed improvements to the Criminal Courthouse is attached as Attachment 4. The estimated cost of the requested improvements is $276,830 (see Attachment 1 - Preliminary Budget). Staff recommends that the Board approve up to $10,000 for exterior signage and permanent education exhibit funding allocated in budget line 001-18-1810-513-31-00 and 001-18-1810-513-48-00. Staff is also recommending that the Board consider the whether it wishes to preliminarily approve any or all of the additional improvements requested by Judge Mickle’s family and, if so, to condition final approval upon receipt of private donations in an amount sufficient to fully fund said improvements. All private donations would be subject to review and approval pursuant to the County’s Donation Policy (see Attachment 5 - Donation Policy).
