Description:

The UF Campus Development Agreement is the final step in the process to update the UF Campus Master Plan (CMP) and adopt the update to the Campus Development Agreement (CDA). The CMP is for a 10-year period and is updated every 5 years, and is implemented by the CDA. UF updated the CMP in 2020, and has transmitted the draft CDA to the City and the County, which are required to hold two public hearings to adopt the updated CDA. The first public hearing was held on October 12, 2021.The second public hearing was held on November 9, 2021, and the Board approved a motion to postpone approval of the CDA and authorized a Chair letter requesting UF share future plans for graduate, student, and family housing.  UF intends to bring the final CDA to the Board of Trustees for adoption at their meeting on December 3, 2021.

Prior Board Motions:

On November 9, 2021, the Board approved a motion to postpone the approval to adopt the UF Campus Development Agreement 2020-2030, and requested that the Board of Trustees and/or UF address the Housing concerns expressed associated with the planned demolition of the Maguire Village and University Village South student housing areas, and direct staff to bring the UF Campus Development Agreement back for Board approval in December. Authorize a Chair Letter requesting UF share future plans for graduate, student, and family housing.

 

On October 12, 2021, the Board approved a motion to hold the first public hearing to adopt the CDA, and to announce the date of the second public hearing for November 9, 2021.

 

At the February 11, 2020 meeting the Board directed staff to provide an update on Campus Master Plan in May.

 

Fiscal Consideration:

 

Costs associated with having the public hearing advertised is budgeted in 001.65.6500.554.49.04.

Background:

University campus master plans and campus development agreements are governed by Section 1013.30 <http://www.leg.state.fl.us/statutes/index.cfm?mode=View%20Statutes&SubMenu=1&App_mode=Display_Statute&Search_String=campus+planning&URL=1000-1099/1013/Sections/1013.30.html>, Florida Statutes. The process to update to the UF Campus Master Plan (CMP) began in 2019. UF held several workshops within the community and county staff provided comments to UF regarding the CMP. The University of Florida Board of Trustees adopted the updated CMP in December 2020. Following completion of the CMP update, UF must draft an amendment to the Campus Development Agreement (CDA) and transmit it to the City and the County for review.  Once UF, the City and the County agree on the amendments to the CDA, the City and the County must each hold two public hearings to consider adoption of the CDA, and the CDA must be adopted by the UF Board of Trustees, consistent with the requirements of Section 163.3225 <http://www.leg.state.fl.us/statutes/index.cfm?App_mode=Display_Statute&Search_String=campus%20planning&URL=0100-0199/0163/Sections/0163.3225.html>, Florida Statutes. The CDA must address issues relating to the provision of public facilities and services such as roads, utilities, parks and recreation to: 1) serve the university; and 2) address the impact of the university on the local government(s).  The Statute provides that once the CDA is executed, all campus development may proceed without further review by the host local government if it is consistent with the adopted Campus Master Plan and associated Campus Development Agreement. The current Campus Development Agreement was updated and executed by UF, the City and the County in 2015, and expires December 31, 2025.

UF intends to present the final CDA for adoption by the UF Board of Trustees at their December 3, 2021 meeting.
