The Guaranteed Maximum Price in the contract is stated to be $1,464,624. There is currently $1,463,102 available in the project. The Department will be bringing an agenda item for the next meeting to allocate the balance to this contract from other projects that were completed underbudget within Facilities.

Background:
The roof on the Civil Courthouse was replaced, when it was approximately 30 years old, with a foam roof in 2008. The original recommendation for an asphalt roof was not selected due to budget constraints at the time. As the roof was in dire need of repair and the Polyurethane Foam System could be completed at a lower cost this option was chosen to complete the project within the allotted funds. This roof was warranted for 10 years.
At the time of the installation the project scope did not encapsulate the flashing or the parapet caps. Several years after this installation, the building began experiencing leaks at the flashings and near the parapet walls extending above the roof level. Repairs were made in FY 2018.
Currently the existing roof deck is showing obvious signs of deterioration and moisture infiltration, large vapor bladders and signs of joint/seam wear and compromise at various locations throughout the entire roof area.
On December 12, 2000, The Board directed staff to develop a proposal to cut 1/3 of energy use in all County buildings in a five-year period. Staff presented the plan in May of 2001 and initiated the energy reduction effort in March 2002.
Beginning in 2003, the Board adopted an energy reduction policy that set a goal of reducing energy consumption and utility cost by 1/3 over the next five-year period and was designed to reduce consumption without detriment to the work environment.
In 2006, the Board requested the creation of a citizen commission to be known as the Alachua County Energy Conservation Strategies Commission and tasked them with creating a "menu of options" of a short- and long-term nature for an effective and efficient community wide energy conservation program, as well as implementation recommendations.
In 2008, the Energy Conservation Strategies Committee (ECSC) Report recommended that Alachua County investigate the use of renewable energy. In 2008, solar panels were installed on Fire Station #10 and in 2009 on Fire Station #17 to provide an efficient hot water source. In 2009, the County installed Solar PV for the Hazardous Waste Collection Center facility at the Leveda Brown Environmental Park.
In May 2013, 92 solar panels were installed as part of the Jail HVAC & Roof Replacement project. The Board approved a project in the Capital Improvement program FY14 to assess the use of Solar on the roofs of County Buildings and determine funding.
In 2014, Energy Conservation Services of North Florida, Inc. was hired to analyze 28 buildings and determine the suitability of each site based on roof orientation, age and type of roof, structural considerations, wind loading, and plumbing access.
In a FY 2017 agreement with Solar Impact, Inc., the Civil Courthouse was identified as one of the “top 10” candidates for solar installation
