Approve the Special Procurement and the issuance of Purchase Order 2020-00001803, to Union Lasteel, in the amount of $94,546.00, for the complete removal of the existing 50’ x 175’ Steel Pole Barn at the Alachua County Fair Grounds and re-erect at the new Alachua County Ag & Equestrian Center in Newberry.

Prior Board Motions:
Feb. 11, 2020 - Commissioner Cornell moved option A and B and not building the 2nd bathroom (smaller facility) and work with the Youth Fair on the metal building.
Jun. 18, 2019 - heard update on Alachua County Agricultural and Equestrian Center and asked staff to ensure the buildings are constructed/renovated to maximize energy efficiency, install more trees and add solar.

Background:
At the Feb. 11, 2020 Commission meeting, the Board directed staff to work with the Youth Fair on the relocation of the metal building from the current Fairgrounds to the Ag & Equestrian Center. After pursuing several different options, it was determined that an unusual or unique situation exists that makes the application of competitive sealed bidding not financially or operationally advantageous or not in the County’s best interest.
This Special Procurement is allowed pursuant to Section 22.3-205 of the Alachua County Procurement Code. Special Procurements may be initiated without competition, when it is determined that an unusual or unique situation exists that makes the application of competitive sealed bidding not financially or operationally advantages, or not in the County’s best interest. Any special procurement under this section shall be made with such competition as is practicable under the circumstances. A written determination of the basis for the procurement and for the selection of the particular contractor shall be included in the solicitation file. However, since the dollar amount of the purchase exceeds the purchasing authority of the Procurement Manager, this Purchase Order is being submitted for Board consideration and approval.
