Description:

In order to purchase an additional vehicle for the Crisis Center Mobile Response Team, the vehicle needs to be purchased from the Vehicle Replacement Fund (VRF). Grant funds will be used to make lease payments in the amount of $302.57 per month to the VRF. If the grant funding used to make the lease payments is not available for the entire 8 year life expectancy of the vehicle, Fleet Management will reassign the vehicle to another general fund department for the remaining life expectancy of the vehicle and bill the remaining payments to the receiving department.

Authorize the purchase of a vehicle for the Crisis Center Mobile Response Team using the Vehicle Replacement Fund.

Prior Board Motions:

On 12/14/2021, the Board approved Lutheran Services of Florida (LSF) Amendments #104 and #105, adopted the Budget Amendments and Resolution for Unanticipated Revenues, waived the County Policy set forth in Resolution 2014-33 (Indemnification) and County Policy regarding ownership of Intellectual Property, and approved Interfund loans in the amount of $125,000.00 for 988 National Suicide Prevention Lifeline and $100,000.00 for the Mobile Response Team.

The Grant budget that will be making the lease payments is in Fund 275.29.2940.569.44.21 Project Number: 3222901 and has $1,534.00 available in the current grant cycle. Vehicle will be purchased from the VRF 506.04.0460.513.64.00 at a cost of $31,975 to be paid back over 8 years.

Background:

Lutheran Service of Florida, Inc. (LSF) Amendment 105 increased funding for the Mobile Response Team to $343,307.00 annually including funds for a monthly vehicle lease.  In addition to operating a suicide hotline, the Crisis Center provides mobile crisis response services and on-going counseling services.  For the Fiscal Year ending September 30, 2021, the Crisis Center responded to 320 requests for mobile response services including 193 individuals under the age of 25.  Community Support Services is seeking the option to purchase the vehicle out right but CSS is waiting on a decision from Lutheran and if additional funds are available.
