Background:
The Florida Department of Community Affairs (DCA), Division of Emergency Management (FDEM) has forwarded the July 1, 2019 through June 30, 2020 Federally funded Emergency Management Performance Grant (EMPG) Agreement to Alachua County. This is a dollar for dollar match grant designed to enhance the local emergency management programs. The total federal distribution for Alachua County is $84,626.00. Alachua County will provide match in the amount of $84,626.00 from the recently accepted Emergency Management Preparedness Grant (EMPA) which totals $105,806.00. The County is allowed to utilize the Emergency Management Preparedness and Assistance Grant (EMPA) as an in-kind match for the required match.
The Emergency Management Section has been a recipient of both the State and Federal grants since the programs were created. These grants represent approximately 40% of Emergency Management.
During a desktop monitoring review by the Florida Department of Emergency Management (FDEM), it was recommended that the County utilize EMPG grant funds for personal services expenses instead of operating and capital expenses to ease the grant monitoring and reporting burden for both FDEM and the County. The budget amendment increases the FY19 budget to the award amount of $84,626.00.
