Description:

Effective October 1, 2020, House Bill 1339 requires one elected official to have a seat on the AHAC board and an annual AHAC Incentives and Recommendations Report (IRR)

Adopt the proposed Resolution regarding the Affordable Housing Advisory Committee to address certain new requirements imposed by HB 1339 and appoint one elected official to the AHAC board

Background:

Recipients of State Housing Initiative Partnership (SHIP) funds are mandated by State Statute 420.9076 to establish an Affordable Housing Advisory Committee (AHAC). The AHAC is responsible for reviewing the established policies and procedures, ordinances, land development regulations, and comprehensive plans of Alachua County and to recommend specific actions or initiatives to encourage affordable housing.

 

Effective October 1, 2020, House Bill 1339 has outlined two major revisions as listed:

 

1.                     Change in Membership:  Membership to the AHAC board must include one (1) elected official.  The board membership will remain at eleven.

                     This modification is the first time that an elected official has been required to serve on this board.  No BoCC Commissioner has ever served on this board.

2.                     Board Reporting: The Incentives and Recommendations Report (IRR) is now required annually.  Previously, the report was due every three years.
