Consider the Resolution authorizing the conveyance of Camp McConnell to Friendship Circle, reserving a conservation easement to the County, and the Purchase and Sale Agreement with Friendship Circle of North Broward and South Palm Beach Inc.

Prior Board Motions:
On July 9, 2019, Commissioner Hutchinson moved that County Attorney and staff draft a conservation easement that lays out the restrictions on the entire property, both the areas for traditional and desired uses and other areas for pure conservation and recreation, and once that is suitable to both parties, upon execution of the easement and the closing, that we then put that property to the register of protected public places.

Background:
A Notice of Intent to Accept Applications for Conveyance, Lease, Partnership, or Management of Camp McConnell was released per Board motion on February 14, 2019. Two applications were received.
On April 9, 2019, the Board ranked the two applicants as follows:
1. Base Camp Ventures
2. Friendship Circle
April 9, 2019, the Board directed staff to negotiate a lease with Basecamp Ventures.
April 29, 2019, Basecamp Ventures formally withdrew application from consideration.
Per the July 9, 2019 motion, staff negotiated terms of a purchase and sale agreement with Friendship Circle at the Public Meetings on August 6, 2019 and August 16, 2019.
