Approve the award and contract for Bid 19-226 Annual Aquatic Vegetation Management Services, to Bio-Tech Consulting, Inc., as the lowest, most responsible and responsive bidder meeting specifications. Rate based bid not to exceed the approved, allocated funds. End

Commissioner Byerly moved to direct the County Manager to return in this budget cycle with a program to address the problem of cogon grass and refer to any appropriate advisory board.

Thursday, August 11, 2016-1:30 P.M.
Commissioner Cornell moved staff recommendation number 1.) to fund the Cogon Grass Program with $45,000.00 from the MSTU if appropriate and the additional from the Gas Tax.
1.) $80,000 Implementation: Spray known locations twice per year + Sign and Supply costs
2.) $45,000 Implementation: Spray known locations once per year + Sign and Supply costs
3.) Public Outreach only-Media

There are sufficient funds in both the Gas Tax Uses Fund in account 149.79.7900.541.46.00 and Stormwater Assessment Fund in account 146.79.7920.541.46.00 to cover contract.

Background:
Previous Cogongrass Program was done through existing contracts which were piggybacking onto state contracts, which also was attempted to provide service for Aquatic Vegetation. To have contracts and specifications which better fit the management plan for Alachua County Public Works. Bid 19-226 Annual Aquatic Vegetation Management was designed for Herbicide contract services within Stormwater Basins and continuation of the Cogongrass Program
