DEO Letter to Career Source

 

                     Commissioner Cornell stated that the Department of Economic Opportunity (DEO) letter to CareerSource of North Central Florida raises serious concerns. Mr. Cornell would like to send a Chair letter to the State Agency informing them that the County Commission has just received the concerns and would like the opportunity to address the concerns.

 

Commissioner Cornell moved that a Chair Letter to Ken Lawson, at Department of Economic Opportunity (DEO), statin the following:

 

1.                     The Alachua County Board of County Commissioners are just learning about the issues raised in his letter dated September 27, 2019.

 

2.                     We share his concerns and strongly agree that the CareerSource North Central Florida should conduct its business in an open and transparent manner and as a faithful steward of taxpayer dollars.

 

3.                     We take his concerns very seriously, and now that we are aware of them, we wish to work directly with him to better understand his concerns and resolve them in a cooperative manner.

 

4.                     To that end, we would like to coordinate a meeting with him and his staff to discuss ways of improving the lines of communication directly between DEO and the County, and to identify and implement any changes that need to be made to not only resolve his concerns now, but to ensure that they do not recur in the future.

 

5.                     The County Manager and County Attorney contact DEO to schedule the meeting.

November 5, 2019 - 19-0614 Career Source NCF - 3 month extension of Interlocal with Bradford County

Recommended Action:  Adopt the Resolution approving the First Amendment to the Interlocal Agreement between Alachua County and Bradford County regarding CareerSource North Central Florida.

 

 

 

November 12, 2019 - 19-0631 Florida LWDB Structure

 

Florida Local Workforce Development Board Structure 19-0631

Fiscal Consideration: None.

Recommended Action: Consider presentation of the Organizational Structure and Operation of CareerSource Citrus Levy Marion and provide direction, if any, to County staff regarding the structure and operation of CareerSource North Central Florida

 

 

Commissioner Cornell moved the following:

 

 

1.                     That over the next 60 to 75 days the Board’s staff work with Department of Economic Opportunity (DEO) Secretary and staff and the Governor’s Office, and Career Source Staff. County Staff is to bring back recommendations for potentially modifying and/or changing the structure and operations of the Alachua County Work Force Board and report back to the Board.

 

2.                     That within the 60 to 75 day period the Board requests a Joint Meeting with Bradford County and invites them to Alachua County.   

 

3.                     Staff is to take any actions and provide any notifications necessary to meet the requirements of the Joint Meeting under the Sunshine Law.

 

Dr. Jeffrey Tate, Frank Avery, Commissioner Cornell, Chair Hutchinson, Commissioner Chestnut, Commissioner Cornell, and Commissioner Chestnut presented comments.

December 3, 2019 - 19-0760

 

4.                      CareerSource NCFL - Status Update  19-0760

Recommended Action:  Receive status update and provide direction to staff.

 

 CareerSource Executive Director Frank Avery, Angela Pate, and Career Source Advisory Board Chair Jeffrey Tate presented the above item.

 

Commissioner Wheeler, County Manager Lieberman, Chair Hutchinson, CareerSource Executive Director Frank Avery, Angela Pate, County Manager Lieberman, Commissioner Byerly, Dr. Jeffrey Tate, County Attorney Torres, and Commissioner Byerly presented comments.

 

Commissioner Byerly moved the following:

 

1.                     To authorize a letter to Board 10 requesting that they step in as the A&E if needed to do so immediately.

 

2.                     Simultaneously authorize the County Staff to negotiate an amended Interlocal Agreement with Bradford County solely for the purpose of taking back the authority to allow the County to select the A&E.   

 

3.                     If the Career Source Chair has the authority to take these actions then he may do that as well.

 

Sam Collins, Ken McGurn, County Attorney Torres, Jim Konish, Angela Pate, Frank Avery, Commissioner Byerly, and County Attorney Torres presented comments.

 

The motion carried 4-0 with Commissioner Cornell out of the room.

 

County Attorney Torres presented the proposed Interlocal Agreement to the Board.

 

Commissioner Wheeler moved adoption of the Interlocal as amended.

 

Frank Avery, Angela Pate, and Finance Director Todd Hutchison presented comments.  

 

The motion carried 4-0 with Commissioner Cornell out of the room.

 

 

 

December 10, 2019 - 19-0779 CareerSource MOU

 

Commissioner Byerly moved to approve Memorandum of Understanding with LWDB 9 d/b/a CareerSource North Central Florida to create an imprest account and provide short term operational financial assistance.

 

Commissioner Cornell moved substitute motion to approve of the MOU as presented with the matter to be scheduled for January 14, 2019 agenda for possible termination. 

 

The motion carried 5-0.

 

 

January 14, 2020 - 19-0817 Career Source Update

 

Commissioner Cornell moved the following:

 

                     to amend the working capital agreement to allow full payment for services, including direct USDOL grants, and provide for greater flexibility

                     Forensic Audit, at Alachua BoCC cost, of CSNCF records for the last 3 years.

Commissioner Wheeler, Kali Blount, Sharon Lee, and Chair Hutchinson presented comments. 

 

The motion carried 5-0.     

 

January 28, 2020 - 20-0087 Career Source Update and Action Items

 

Commissioner Cornell moved the following:   2nd Commissioner Chestnut

 

 

1.                     Approve and authorize the Chair to execute the following draft agreements attached hereto, and any changes that are do not increase the contract price and which are approved by the County Manager and the County Attorney. Approve agreement and Placement fee for a temporary CFO for Career Source.

2.                     Approve Agreement with LWDB 10 for temporary Administrative Entity services.

3.                     To approve the Budget Amendment to fund the placement fee for the temporary CFO, an attorney, and a Forensic Audit.

4.                     To authorize appointment of special counsel, Rochelle Daniels, Esq., to represent Alachua County regarding the recently issued Department of Economic Opportunity monitoring report and restructuring of Alachua County/Bradford County Career Source Board.

5.                     To authorize the Chair to issue a Chair Letter to the local workforce development requesting they submit proposed Board nominees to the Alachua County Board of County Commissioners for consideration to fill all existing Board vacancies. The County staff is to also use the County’s normal procedure for nominating representatives if legal.

6.                     To authorize the Chair to hand deliver chair letter to Bradford County to update them on a summary of all the efforts performed by Alachua County staff to date and ask that they acknowledge equal responsibility for any amounts paid out of Alachua County Reserves that are not reimbursable by the Department of Economic Opportunity (DEO).  

7.                     To ask staff to bring us back some potential new models to look at which would include the most common state wide model as well and a departmental model.

 

 

The motion carried 4-0 with Commissioner Wheeler absent.

 

February 11, 2020 - 20-0121 Career Source Update and Action Items

 

Commissioner Cornell moved to approve and authorize the Chair to execute a First Amendment to the Agreement with LWDB 10 for temporary Administrative Entity services for the purposes of: (i) authorizing the AE to hire a temporary CFO/Director of Finance, (ii) authorizing the AE to hire the three former FMS employees that are currently under temporary contract with DWF, and (iii) increasing the AE’s Not To Exceed Contract Price and related project budget to fund these new positions and related travel expenses. If the First Amendment has not been finalized for presentation at this Board meeting, authorize the Chair to execute the First Amendment provided: (i) the First Amendment is recommended for execution by both the County Manager and the County Attorney; and (2) the First Amendment does not increase the Not-to-Exceed Contract Price by more than $198,103.08. Provide direction to staff on a time to deliver options for a future LWDB9 model on February 25, 2020. 9:00 - 11:30 prior to the regularly scheduled Board meeting or as a part of the Regular meeting. (Estimated time needed is 2.5 hours) and deferred scheduling to the Chair for the February 25, 2020 meeting.

The motion carried 4-0 with Chestnut absent.
