Award contract BID 20-957 Poe Springs Boardwalk Improvements, to C&H Marine Construction, in the amount of $564,817.00, as the lowest, most responsible and responsive bidder meeting specifications. Establish a County Contingency, within the Contract in an amount not to exceed $28,240.85 for unanticipated costs that may arise during the Project. Additionally,, approve a Budget Amendment in the amount of $310,000.00 moving funds into Project #6194106, Poe Boardwalk and Canoe Launch

Prior Board Motions:
October 10, 2017, Board adopted resolution 17-120 recognizing unanticipated revenue from FEMA disaster recovery fund for hurricane Irma.
January 22, 2019, Board adopted resolution 19-05 recognizing unanticipated revenue from FEMA disaster recovery fund for hurricane Irma.
February 28, 2017, Board adopted resolution and budget amendment creating a new fund to budget and appropriate the unanticipated revenue related to the November, 2016 voter approved Wild Spaces Public Places (WSPP) 1/2 cent sales tax referendum.
May 28th 2019 the Board approved the resolution and Budget Amendment authorizing/recognizing the unanticipated revenue and approve the amendment to the Capital Improvement Plan (CIP).

Please note the contract includes a not to exceed contingency amount of $28,240.85, and the budget amount for contingency is $25,848.00. There are sufficient funds in the FEMA Capital budget and Wild Spaces Public Places to cover the project. Additional contingency would need to come from WSPP, taking from another project, to be determined at that time, if necessary.

Background:
On September 10, 2017 Hurricane Irma DR4337 made land fall and caused torrential rains and flooding. This event was a major flood to the Poe Springs Park and covered the wooden boardwalk for many weeks. Staff coordinated with FEMA to seek funding to make repairs to the damaged boardwalk and canoe launch.
Staff was directed to engage an Engineering firm to produce construction documents and we subsequently advertised and received bids.
BID 20-957 Poe Springs Boardwalk Improvements advertised on May 6, 2020 and May 13, 2020. The deadline for receipt of BID 20-957 Poe Springs Boardwalk Improvements was June 17, 2020; eight (8) vendors responded.
