Recommended Action

Approve the Solicitation Award and Contract for BID 20-230 Annual Subsurface Injection and Grout Services, to Foundation Services of Central Florida, not to exceed (NTE) $500,000 annually, as the lowest responsive and responsible bidders meeting specifications, and authorize the Chair to execute same on behalf of the County.

 The agreement includes an annual not-to-exceed amount of $500,000 which will repair 10 to 20 sinkholes if needed. Funds for repairs will be accounted for in the Gas Tax Operations Fund in account 149.79.7900.541.46.00 or Capital Project Funds various accounts.

Background:

Subsurface injection and grouting is a service needed by Public Works in order to conduct underground repairs to sinkholes, roadways, and drainage structures/pipe.  This method of repair reduces or eliminates the amount of excavation required and thereby reduces impact to existing facilities.  Under this contract repairs can be completed in a timely manner without conducting the procurement process for each instance where work is needed

 

Certain areas in Alachua County are prone to sinkholes due to the natural geology in this area. Repairs to sinkholes that occur in transportation right-of-way typically require underground polyurethane injection or grouting. County staff does not have the expertise or equipment to complete this work in-house. This agreement will be utilized to contract these services for regular operations and for capital projects. Historically sinkhole repairs were made under change orders or by obtaining quotes; having this agreement in place will enable the County to respond more expeditiously to sinkholes.
