Prior Board Motions:

Mar. 26, 2019 - The Board adopted the proposed ordinance, amending the administrative code with the following amendment:

Sec. 21.51. - Establishment, Reorganization and Abolishment.

This code shall be reviewed annually and updated to reflect any changes in the above departments. By administrative order, the county manager may establish, reorganize, or abolish departments and offices in the Article III executive branch. The county manager shall provide such administrative order to the board at least 30 calendar days prior to the effective date and in a regularly scheduled business or public hearing meeting to permit the board members to state objections of the manager’s order. By a majority vote of the board, the board may overrule an administrative order issued pursuant to this section.

Background:

The Alachua County Administrative Code authorizes the County Manager to establish, reorganize or abolish departments or offices in the Article III executive branch of Alachua County government.  To exercise this authority, the County Manager must provide an administrative order, outlining the changes, to the Board at least 30 calendar days prior to the effective date of the administrative order and permit the Board members to state objections, if any, to the changes in a regularly scheduled meeting.  The Board, by a majority vote, may overrule an administrative order presented by the County Manager, under Section 21.51, Alachua County Code.

 

The County Manager’s attached administrative orders do the following.  In an effort to maximize efficiencies and streamline operations, the County Manager is re-titling / re-organizing several departments and offices, effective November 5, 2021, pursuant to the Alachua County Administrative Code:

o                     “Public Safety & Community Support Services” to “Community Support & Strategic Initiatives”

o                     “Assistant Economic Development Manager” to “CareerSource Manager”

o                     “Strategic Initiatives Manager” to “Economic Development & Food Systems Manager”

o                     “Code Enforcement” to “Office of Code Administration”

o                     “Animal Services” to “Animal Resources & Care”

o                     “Office of Resiliency & Sustainability” to “Office of Sustainability, Equity, Economic, and Strategic Development”

                     Re-organized

o                     CareerSource - direct report to Assistant County Manager - Chief of Staff.

o                     Facilities Management - direct report to Assistant County Manager - Budget & Fiscal Services

o                     Office of Resiliency & Strategic Initiatives - direct report to Deputy County Manager

o                     Fire Services - Direct report to County Manager

                     Discussion

o                     Animal Care & Resources elevated from an Office to a Department

 

Effective upon the retirement of our Training Manager in December 2021, Organizational Development & Training will become a direct report to the Human Resources Director.
