Description:

Terms of Capital Grant Award to Shands, for one half of the construction cost of an east side urgent care facility. The City of Gainesville will provide the other half of the construction cost and Shands will provide the land and assume all operational losses

 

Recommended Action:

Recommended Action

Approve entry of a tri-party agreement and subrecipient agreement for a Capital Grant Award of $2,250,000 to Shands, and authorize the Chair to sign final agreement(s) after review of the County Manager and the County Attorney, and authorize the Manager to approve any necessary budget amendments, for an east side urgent care facility, to be owned and operated by Shands.

Recommended Action: Accept the “Eastside Urgent Care Program Description” as adequate terms and direct staff to develop an agreement for a Capital Grant Award of $2,250,000 to Shands and authorize the Manager to approve any necessary budget amendments, for an East Side Urgent Care facility, owned and operated by Shands or UF Health.

*Commissioner Alford moved to accept staff recommendations with the recommended changes of using American Rescue Plans Act (ARPA) funds instead of Gainesville Community Redevelopment Area (GCRA) funds. 2nd Commissioner Prizzia

The motion carried 5-0.

 

September 20, 2021 - Joint City of Gainesville and BoCC meeting - UF Health Shands Presentation on East Side Clinic $2 million from American Relief Plan Funds or other funding sources identified by staff and returned to the Board for consideration (Item 21-0831)

* City Commissioner Arreola moved to direct the County/City Managers to work together to develop a term sheet for the eastside medical facility. The minimum operating times and a long term commitment should be considered in the term sheet. Other healthcare partners which includes safety net providers should be invited to present their ideas and term sheets. The motion carried 7-0.

Background:

Pleas see the prior board motions section for additional background.  If this agenda item is approved, a tri-party agreement between the County, City of Gainesville and Shands for funding may be finalized, pending review and approval of the County Manager and the County Attorney.  Additionally, if this item is approved, a subrecipient agreement will be finalized and entered between the County and Shands which will include County findings that use of American Rescue Plans Act (ARPA) funds for this urgent health care facility is an eligible use of funding pursuant to the federal rules or guidance.  In the event of substantial change in terms between the parties, one or both of the agreements may come back to the Board of County Commissioners for final approval.
