There is $447,000.00 available for stretcher upgrade, replacement, and maintenance from the FY2022-23 PEMT funding. This purchase is for five (5) power load stretchers $115,736.55 (001.54.5450.526.64.00 #FY23 6195410). The recurring maintenance for the Power Load systems is approximately $500.00 per unit higher than the existing maintenance. The Department will work with the budget office to include in future continuation budgets as additional units are replaced and systems are upgraded.

Background:
The department in investing in new equipment which will provide safety for our patients and protect our employees from injury. The Power-Load Power Cot Fastener system is a stretcher self-loading system that dramatically reduces the risks of user and/or equipment failure while loading and unloading stretchers into rescue units. The department has 5 replacement rescue units on order and with approval, will have Power-Load Power Cot Fasteners installed in them. The long-term plan is to transition all Rescue Units from the current system to this new technology. The transition will take place as rescue units are replaced through the vehicle replacement process.
On October 11, 2022, the Board set aside $447,000.00 of the FY2022-23 PEMT revenue for stretcher upgrade, replacement, and maintenance. The purchase for $115,736.55 will provide the power load systems in five (5) rescue units being purchased in FY23.
This purchase is exempt from the County's competitive bidding requirements pursuant to Section 22.3-302 (28) of the Alachua County Procurement Code, Sole Source procurements in accordance with the Procurement Procedures Manual. However, since the dollar amount of the purchase exceeds the purchasing authority of the Procurement Manager, this Purchase Order is being submitted for Board consideration and approval.
