October 11, 2022, Board approved the allocation of funding ($447,000.00) for stretcher upgrade, replacement, and maintenance from the FY2022/23 PEMT funding. Item #22-874.

There is $331,263.45 remaining of FY2022-23 PEMT funding for stretcher upgrade, replacement, and maintenance ($447,000.00-$115,736.55). This purchase is to replace an additional six (6) stretchers for $269,576.00 (001.54.5450.526.52.00 #6195410-FY23 $6,386.00 and 001.54.5450.526.64.00 #6195410-FY23 $263,190.00). The purchase includes a credit of $27,000.00 for trade-in value. The recurring maintenance for the Power Load systems is approximately $500.00 per unit higher than the existing maintenance. The Department will work with the budget office to include in future continuation budgets as additional units are replaced and systems are upgraded.

Background:
The department in investing in new equipment which will provide safety for our patients and protect our employees from injury. The Power-Load Power Cot Fastener system is a stretcher self-loading system that dramatically reduces the risks of user and/or equipment failure while loading and unloading stretchers into rescue units. The department has six remaining rescue units that need to transition from the current system to this new technology.
On October 11, 2022, the Board set aside $447,000.00 of the FY2022-23 PEMT revenue for stretcher upgrade, replacement, and maintenance of which $331,263.45 remains unspent. This purchase for $269,576.00 will complete the stretcher replacement program for FY2022-23. Staff has been advised there is a significant price increase in January 2023.
This purchase is exempt from the County's competitive bidding requirements pursuant to Section 22.3-302 (28) of the Alachua County Procurement Code, Sole Source procurements in accordance with the Procurement Procedures Manual. However, since the dollar amount of the purchase exceeds the purchasing authority of the Procurement Manager, this Purchase Order is being submitted for Board consideration and approval.
