Background:

Alachua County applied to the State of Florida Department of Economic Opportunity for the Community Development Block Grant - Coronavirus Relief Funding (CDBG-CV).  The purpose of the grant funding is to prevent, prepare for, and respond to the COVID-19 pandemic. The County is eligible to apply for up to $5 million and in October 2021, the Board approved submittal of the County’s CDBG-CV grant application.  Eligible Activities under the program include acquisition; public improvements; public facilities; business assistance; microenterprise assistance; public services; planning; and broadband planning and public Infrastructure.  Each activity must meet one of the following national objectives for the program:

1.                     Provide benefit low- and moderate-income persons;

2.                     Prevent or eliminate of slums or blight; or

3.                     Address a need of recent origin (18 months) having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community for which other funding is not available. 

The CDBG Program requires an Environmental Review be addressed on all projects where CDBG funds will be utilized. It is requested that the Chair be authorized to execute and deliver site review correspondence, drafts of which are included in this agenda item, and any other related requirements or correspondence.
