Description:

Request Chair to sign the Memorandum of Agreement with the Suwannee River Water Management District, adopt the resolution for unanticipated revenue of $30,000 from grant funds, approve the corresponding budget amendment, and authorize an interfund loan.

Approve the budget amendment, adopt the resolution to recognize unanticipated revenue, approve an interfund loan, and authorize the chair to execute #12136 MOA with Suwannee River Water Management District on behalf of the County.

Prior Board Motions:

On September 22, 2020 the BOCC approved funding for the Santa Fe Lake Park Restroom. On September 28, 2021 the BoCC approved the purchase of (1) pre-cast concrete restroom for Santa Fe Lake Park

This cost share funding from SRWMD will reimburse the County for the added expense of installing an enhanced septic system for nutrient removal instead of a traditional septic system. The system will be an Aerobic Treatment Unit (ATU) which will require an annual maintenance contract with an approved septic hauler and will have some energy demands associated with the pumps.

 

Project #6194107 - Santa Fe Lake Park - New Construction - Restrooms

Grant funds: 260.41.4100.337.7000 for revenue and 260.41.4100.572.62.00 for expenses.  Other funding sources for this project include Fund 043 Boating Improvement Fund ($269,125) and Fund 021 Wild Spaces Public Places ($26,536).

 

The entire project to add new restrooms and installation of enhanced septic system is estimated to cost $325,661. The original approval for this project included the same total funding, in case the grant was not received. The attached budget amendment incorporates the grant award and also reduces the budget from Boating Improvement Funds by the same amount, since the grant funds will replace that funding.

Background:

Santa Fe Lake Park is a county park located at 24500 NE SR 26, Melrose, FL 32666 and includes a boat ramp with access to the 5,850-acre lake which is located entirely in Alachua County. Alachua County Parks Department has recently installed a play area, and a new restroom will soon be constructed close to the play area.

 

The septic system will be an enhanced system to treat nutrients to a level that is more protective of the lake compared to a traditional septic system.  It is one septic system to be used by both new restrooms.  The system will be an Aerobic Treatment Unit (ATU) which will require an annual maintenance contract with an approved septic hauler and will have some energy demands associated with the pumps. While Lake Santa Fe is not currently considered impaired for nutrients by the Florida Department of Environmental Protection, it is still important to reduce nutrient loading in an effort to prevent nutrient pollution and to protect this Outstanding Florida Water. 

 

Suwannee River Water Management District is providing $30,000 in funds to reimburse the County for the additional costs incurred to install the enhanced septic system.  All installations and/or retrofits to be completed in 12 months or 365 Calendar days from the execution of this Agreement.

 

Total budget for this project is $325,661

                     Wild Space Public Places (Fund 021) $26,536.

                     Boating Improvement Fund (Fund 043) $269,125.

                     Grant Funds (Fund 260) $30,000.
