This purchase is funded by the Emergency Medical Services (EMS) Matching grant award of $47,073.50 (121.54.5450.526.64.00) and the grant required match of $15,691.00 from the State of Florida Medicaid Managed Care Payment (001.54.5450.526.64.00).

Background:
The Emergency Medical Services (EMS) Matching grant application was successful and the Board accepted the grant award for the purchase of automatic chest compression devices. This purchase will allow three (3) rescue units to be outfitted with the new equipment. The purchase order exceeds $50,000 and requires Board approval.
Stryker Medical is the only distributor of LUCAS mechanical CPR devices. The LUCAS brand is the only mechanical CPR device that utilizes a suction cup on the chest to keep the unit stable on the patient and provides additional recoil of the chest. Both of these items are believed to be the reason for the increased ability to obtain return of spontaneous circulation (ROSC).
The LUCAS 3, version 3. 1 mechanical CPR devices are used to perform uninterrupted chest compressions on patients in cardiac arrest. The LUCAS circles the patients chest, determines depth of compressions needed and starts all within 15 to 20 seconds. Once placed, the LUCAS continues compressions until the unit is turned off. Uninterrupted compression results in a higher availability to obtain return of spontaneous circulation (ROSC) as well as making organs more viable for procurement should the patient perish.
This purchase is exempt from the County's competitive bidding requirements pursuant to Section 22.3-302 (28) of the Alachua County Procurement Code, Sole Source procurements in accordance with the Procurement Procedures Manual. However, since the dollar amount of the purchase exceeds the purchasing authority of the Procurement Manager, this Purchase Order is being submitted for Board consideration and approval.
