Background:
On May 22, 2020, the Governor issued Executive Order 20-131, attached, lifting any state restrictions on youth sports teams and leagues, youth clubs and programs, child care, and summer camps and youth recreation camps, effective immediately. According to the Governor's press conference, the Governor intended that there be no state restrictions on these operations but encouraged local governments to determine necessary standards.
The Governor has left it to local governments to determine what, if any, COVID-19 standards to apply to youth sports teams and leagues, youth clubs and programs, child care, and summer camps and youth recreation camps. The County has spoken to child care in its past orders, applying CDC/OSHA standards and requiring face masks for workers.
There are some existing standards and guidance from the federal government, other states and industry groups for operating youth sport and summer camps, and COIVID-19.
For youth sports:
• The CDC has recommendations. <https://www.cdc.gov/coronavirus/2019-ncov/community/schools-childcare/youth-sports.html>
• Various states have issued guidance, such as:
o Minnesota <https://www.health.state.mn.us/diseases/coronavirus/schools/youthsports.pdf>
o Kentucky <https://govsite-assets.s3.amazonaws.com/TeMrRHDRP23n8J6aNyAw_Healthy%20at%20Work%20Reqs%20-%20Youth%20Sports%20-%20Final%20Version%201.0%20wEdits%20DPH%20KHSAA.pdf>
o The Aspen Institute has guidance that categorizes activities as high, medium and low risk based on how it is done, not the type of activity. <https://assets.aspeninstitute.org/content/uploads/2020/05/Return-to-Play_Final_5.19.2020.pdf?_ga=2.95430812.1622614041.1590437213-1944511059.1590437213>
For summer camps:
• The CDC has a decision tree/tool for whether camps should open: <https://www.cdc.gov/coronavirus/2019-ncov/community/schools-childcare/youth-programs-decision-tool.html>
• The CDC also has “Interim Guidance for Schools and Day Camps” based on the step of reopening the area has entered: https://www.cdc.gov/coronavirus/2019-ncov/downloads/php/CDC-Activities-Initiatives-for-COVID-19-Response.pdf#page=45 <https://www.cdc.gov/coronavirus/2019-ncov/downloads/php/CDC-Activities-Initiatives-for-COVID-19-Response.pdf>
• The American Camp Association and the YMCA of the USA collaborated on a document it calls “Field Guide for Camps on Implementation of the CDC Guidance,” <https://www.acacamps.org/resource-library/coronavirus/camp-business/camp-operations-guide-summer-2020>
• Various states have issued guidance, such as:
