Recommended Action

Consider staff recommendation for amending County Order.

                     Specific services and activities:

o                     Carnivals, fairs, children’s play centers, playgrounds (staff recommendation: remain closed)

o                     Movie theaters, concert halls, auditoriums, playhouses, water parks (staff recommendation: open with prior approved enforceable plan by local jurisdiction a case-by-case basis)

o                     Zoos (staff recommendation: open, subject to CDC/OSHA standards)

o                     Bars (staff recommendation: follow Governor’s plan, with established hours of operation and include restaurants in hours of operation)

o                     Summer camps and youth league sports (staff recommendation: open with standards provided by staff, attached)

                     Occupancy restrictions (staff recommendation: Governor’s standards)

                     Facial coverings (staff recommendation: no change)

                     Groups of people gathering (staff recommendation: groups of more than 50 can be disbursed, enforceable)

Prior Board Motions:

Commissioner Cornell moved the following:

 

1.                     That the Board send to the Governor the approval for opening up vacation rentals.

2.                     Send a Chair letter to the School Board requesting they provide recommendations on what they would like to see from the County in regards to sports and summer camps as soon as possible.

3.                     Fraternal organizations be treated that if they cannot social distance then they be required to where mask when inside.

4.                     Add the following language to the Emergency Order “A violation of Section 4 is a non-criminal infraction. A violation of Section 4 does not authorize the search or arrest of any individual”.

Background:

On June 3rd, Governor DeSantis issued Executive Order 20-139 (Phase 2: Safe. Smart. Step-by-Step. Plan for Florida’s Recovery), effective June 5 at 12.01am:

                     Miami-Dade, Broward and Palm Beach counties may reopen upon petition by each county.

                     Guidance only, not enforceable under emergency order enforcement statute:

o                     Vulnerable person avoid crowds and take measures to limit risk of exposure to COVID-19

o                     Avoid congregating in groups larger than 50 persons

o                     Workers in long-term care facilities should be tested on routine basis

o                     In-store retail (including gyms and fitness centers) should maintain appropriate social distancing and sanitation protocols

                     Restaurants and bars may operate at 50% indoor capacity, excluding employees.  Outdoor seating is permissible with appropriate social distancing.  Bars may have seated service only.  Nightclubs may not open.

                     Entertainment (including movie theaters, concert halls, auditoriums, playhouses, bowling alleys, and arcades) may operate at 50% occupancy, with appropriate social distancing and sanitation.

                     Personal services (including tattooing, body piercing, acupuncture, tanning and massage) may operate subject to safety guidelines by DOH.

                     EO 69 (local government virtual meetings) “extended” until June 30.

 

Additional requirements of County’s current order:

                     50% occupancy capacity for all open services and activities, except hospitals and child care.

                     CDC/OSHA or industry standards are mandatory for all open services and activities.

                     Pool standards must meet disinfectant levels, occupancy standards (pool = 1/100 square foot; pool house/locker rooms = 50%), employee facial coverings, and spacing of seating on decks

                     Groups greater than 10 are not permitted to congregate, enforceable.

                     Summer camps and league sports must follow social distancing and size of groups.  BoCC has solicited guidance from stake holders on best practices.

 

The Governor has also extended mortgage foreclosure and eviction relief until July 1, 2020 (EO 20-137).

 

The Governor has also opened youth sports and summer camps (EO 20-131).
