Background:

Alachua County is considering apply to the Florida Department of Economic Opportunity for the Community Development Block Grant - Coronavirus (CDBG-CV) federal funding is available to states to prevent, prepare for, and respond to the COVID-19 pandemic. The County is eligible to apply for up to $4,900,000.00.  The activities, dollar amounts and estimated percentage of benefit to low- and moderate-income persons are as follows (includes Architectural and Engineering cost):

The County plans to rehabilitate or demolish and replace at least 36 very low-, low- and moderate- income units in Alachua County that do not meet current building code standards. This project will be to convert and existing hotel for Single Room Occupancy for a Limited Cliental. (Homeless)

 

Alachua County will not displace anyone as a result of CDBG-funded activities.

Eligible Activities include acquisition; public improvements; public facilities; business assistance; microenterprise assistance; public services; planning; and broadband planning and public Infrastructure.

Each activity must meet one of the following national objectives for the program:

1.                     Provide benefit low- and moderate-income persons;

2.                     Prevent or eliminate of slums or blight; or

3.                     Address a need of recent origin (18 months) having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community for which other funding is not available. 

This is the second of two public hearings to obtain citizen comment concerning the County’s economic and development needs. To meet the minimum requirements for citizen participation during the application phase, the applicant must hold two public hearings to obtain citizens' comments prior to its submission to DEO. Both hearings must be advertised as described in the applicant’s Citizen Participation Plan. The timing of the hearing notices must follow CDBG-CV regulatory requirements. CDBG-CV public hearings may be held no less than 5 days after the date of publication.

The first public hearing was held on March 9, 2021 at the  beginning of the application process, prior to submission of the pre-application. The notice should provide enough information about the available funding and proposed project(s) to allow citizens to be able to provide input. The second public hearing must contain a description of the proposed activities to be carried out, including the amount of the funding request and total cost of the activities. The second public hearing must be conducted prior to submission of the final application.

The public hearing is being conducted in a handicapped accessible location.
