Prior Board Motions:

 

At the August 3, 2020, Board meeting, Commissioner Cornell moved the following:

 

1.                     Approve the application processes and criteria for awarding CARES funds to eligible applicants (individual, business, and Category 1-4 Government Agencies)

A.                     Staff to work with the Local Department of Health to develop performance metrics and weekly report deliverables for both testing and tracing and return to the Board for approval prior to August 17, 2020 date which is when the program is to go live. Nothing in this motion is to slow the funding to the Department of Health so they can implement the program. 

2.                     Authorize a $5 Million inter-fund loan from the General Fund for the reimbursement share of the funding and limit the County’s exposure to the $5 Million.

3.                     Adopt the Resolution for Unanticipated Revenue and Budget Amendment to align expenditures with the proposed plan.

4.                     Approve the Addendum to the consultant (CRI) to obtain services of a call center for the expected high initial call volume.

5.                     Authorize the Manager to move funds within Categories 1-4 to better match the needs of other Government agencies without reducing their overall allocation.

6.                     Staff is to provide a complete summary of the local Cares Act Program at the first meeting in September and recommendations of any changes to allocations based on individual, business, and government agencies applications and awards.

 

The motion carried 5-0.

 

At the July 14, 2020, Board meeting, Commissioner Cornell moved the following:

 

1.                     Contingent upon the County receiving the Grant develop a plan that would open the park for less hours per day but for more days that requires no additional General Fund Money.   

2.                     Staff bring back protocols at the August 3, 2020 meeting which would detail how staff intends to enforce the County’s Mask Requirement Countywide.         

3.                      Amend County CARES Funding policy so that Small Business are 1 to 25 employees, Medium Size Businesses are 26 to 50 employees, clarify that Grant Recipients are eligible if they follow the County Emergency Order through categories 1 through 6, and that documented workers are eligible provided it is allowed by Federal Guidelines 

4.                      Ratify the Phase 2 Order of the 2nd Amendment implemented by Chair per the Sheriff’s Request. 

5.                     That the Health Department provide the data that suggest children are less likely to spread the COVID Virus.    

 

The motion carried 5-0.
