Approve the attached budget amendment, approve attached proposed Change Order #7, ratify the original GMP and change orders #1 through #6, and increase staff’s delegated contract price authority from Two Million Dollars to Four Million Dollars in accordance with the piggybacked City of Gainesville Contract.

Background:
Due to unforeseen requirements and cost for a power transmission upgrade from Duke Energy and additional ADA requirements above and beyond code requirements from the ADA committee, multiple subprojects were cut to meet funding limits and open camp in time. New funds have been secured and the removed subprojects (Swamp Walk and Kitchen appliances) as well as some additional security and preservation items can be accomplished with an extended timeline for completion and approval of an increase to the GMP on the contract. Current GMP is $2,637,371.00. BBI Change order #7 Adds $234,191.62 for a new GMP Total of $2,871,562.62 and extends the time for completion 180 days to July of 2023. Additional scope items include;
• Addition of a roof structure and fencing around the water softener/filter system
• Addition of fencing around HVAC Condensers
• Purchase and installation Kitchen equipment to include 3 compartment sink w/Faucet, Two Mobile heated cabinets, & a 6 burner/2 oven w/ griddle Gas Range
• Addition of LVT flooring in Lodge Office
• Installation of a door and hardware on rear passageway @ Kitchen
• Installation of door and hardware to isolate Shower rooms from restrooms in the South Building
• Installation of the Wetlands Boardwalk for educational purposes (Swamp walk)
On December 14, 2021 (Agenda Item 21-1156), the Board approved piggybacking off of the City of Gainesville’s Construction Manager at Risk continuing (as-needed services) contract with BBI to complete renovations/improvements at Camp Cuscowilla. The Board also delegated certain authority to staff to negotiate the terms of a GMP for the project, and to approve, execute and enter into all GMP agreements under the terms of the piggybacked contract for said renovations/improvements. Accordingly, staff entered into the GMP agreement with BBI (attached) and approved Change Orders #1, #2, #3, #4, #5 and #6 (also attached). At this time, the additional work described above is needed to complete the project and additional funding is needed to authorize said work. Therefore, staff recommends that the Board approve the attached budget amendment, approve Change Order #7 that adds said additional work into the scope of the project, and ratify the original GMP and all 6 prior change orders.
