Background:
Per Board direction a public charrette was held to gather input from citizens on the future of then Camp McConnell now known as Cuscowilla Nature & Retreat Center (“Cuscowilla”). Overwhelmingly, the citizens requested capital improvements be made to the property to allow for day use including renovations to the Mess Hall, pool and trails and overnight camp amenities.
At the June 9, 2020 BoCC meeting, the Board approved $2.7 million in repairs and improvements at Cuscowilla. This restoration is being funded from Parks’ allocation of Wild Spaces Public Places funding. Since that time many improvements have been made at the site. During an assessment of the “Main Office” it was determined that the structure, would not support a renovation to bring it up to meet current building codes. Specifically, ADA Restroom requirements as well as ADA accessibility for entrance and egress. This work would have also included performing major improvements in mechanical, electrical, and plumbing upgrades. Therefore, this old office was demolished in November 2021 creating a need for a replacement. A Modular office was preferred.
All of the $2.7 million in renovation funds had been allocated out to specific project tiers based on the best cost estimates at the time the funding was approved. Because this item is over the original budget, other projects must be reduced in order to make the budget available. Some of the projects reduced have been completed and the amount reflects the unspent balance, while other project tiers have been put on hold or reduced in scope for this higher-priority item.
This purchase is exempt from the County's competitive bidding requirements pursuant to Section 22.3-302(12) of the Alachua County Procurement Code, Procurement of Supplies or Services under Contract with federal, state, or municipal governments or any other governmental agency or political subdivision provided the vendor extends the same terms and conditions of the Contract to the County. However, since the dollar amount of the purchase exceeds the purchasing authority of the Procurement Manager, this Purchase Order is being submitted for Board consideration and approval.
